What is a Floor Test? Know How Governments Prove Majority in Assembly: A floor test is a constitutional procedure conducted in a Legislative Assembly to determine whether the ruling government enjoys the confidence of the House. It is usually held when doubts arise regarding the majority support of a Chief Minister or coalition government. In such situations, the Governor may ask the Chief Minister to prove majority on the floor of the Assembly.
According to Article 164(1) of the Constitution of India, the Governor appoints the Chief Minister. However, the government can remain in power only if it has the support of the majority of MLAs in the House. If the ruling party or coalition fails to prove its majority during the floor test, the Chief Minister must resign from office.
Why is a Floor Test Conducted?
A floor test is conducted to ensure political stability and transparency in democracy. It becomes necessary in situations such as:
- Defection of MLAs
- Collapse of coalition governments
- Hung Assembly after elections
- Rival claims to form government
- Doubts over majority support
The process ensures that the decision regarding majority is taken inside the Assembly and not outside through political claims.
How is Majority Proved?
During the floor test, MLAs vote in favour or against the government. The majority can be proved through different methods:
Voice Vote
MLAs express support orally by saying “Aye” or “No”.
Division Voting
Votes are counted individually through:
- Electronic voting system
- Ballot papers
- Slips or registers
Physical Counting
MLAs may stand separately to show support for or against the government.
The government must secure support from the majority of members present and voting in the House.
Role of the Governor
The Governor appoints the Chief Minister and can direct the government to prove its majority if political uncertainty arises. However, once the floor test begins, the Governor has no direct role in the voting process. The proceedings are conducted entirely inside the Assembly.
Role of the Party Whip
Before the floor test, political parties issue a “whip” to their MLAs. The whip instructs legislators on how to vote during the confidence motion.

What is a Composite Floor Test?
A composite floor test is conducted when more than one leader claims majority support to form the government. In such cases, the Governor may call a special Assembly session to determine who actually has the numbers.
The leader who secures majority support during the vote gets the right to form the government.
Supreme Court and Floor Test
The concept of the floor test was strongly established by the Supreme Court in the landmark case S. R. Bommai v. Union of India. The court ruled that the majority of a government should be tested only on the floor of the House.
Later, in the Goa political case involving Manohar Parrikar, the Supreme Court again emphasized that floor tests are the fairest and most transparent way to determine majority support.

The floor test plays a crucial role in protecting democracy and ensuring that only a government with majority support remains in power.
