Maduro appeared on Monday in a Manhattan federal courtroom after being brought from a Brooklyn jail. He faces multiple serious charges, including narco-terrorism, linked to allegations that he and his associates protected international drug trafficking operations. The court also formally opened proceedings against Maduro’s wife, Cilia Flores, marking a significant development in a case first filed by US prosecutors six years ago.

Judge Hellerstein, who was appointed during the administration of former US President Bill Clinton, is one of the most experienced judges in the Southern District of New York. Over his nearly three-decade judicial career, he has presided over a number of high-profile and sensitive cases, including matters related to the September 11 terrorist attacks, national security issues, and international human rights cases such as the Sudanese genocide.
The delay in Maduro’s case was largely due to his alleged evasion of arrest, even as Judge Hellerstein continued to hear proceedings involving several of Maduro’s co-defendants over the years. Monday’s hearing marked the first time the case has moved forward with Maduro physically present before the court.
Former federal prosecutors familiar with Judge Hellerstein describe him as an old-school judge who follows his own principles and is not swayed by political or public pressure. “He tries his best to do what’s right, based on his own criteria,” said one former prosecutor. Another described him as someone who “does things his way and doesn’t care what people think.”
Judge Hellerstein has frequently been in the public eye due to his rulings in politically sensitive cases. In the past, he has ruled against former President Donald Trump or his administration in several matters, including rejecting efforts to move a high-profile hush money-related case into federal court.
With Judge Hellerstein now formally overseeing the proceedings, the Maduro case is expected to draw intense international attention as it moves forward, carrying significant legal and diplomatic implications for US–Venezuela relations.
