Up to Rs 500 fine for ticketless travel, Centre plans hike from July 1: Indian Railways has taken a big step against passengers traveling without tickets. The Centre has proposed to increase the minimum fine for ticketless travel from ₹250 to ₹500. for traveling without a ticket while implementing penalty-based rules under the Jan Vishwas(Amendment of Provisions) Act, 2026.
The Railway Board has informed all Zonal Railways that the Act has received the President’s assent and the amendments to the ‘Railway Act, 1989’ will be implemented through a separate notification. Railway officials said the revised provisions will be implemented from July 1.
What are the new rules?
1- Passengers traveling without a valid ticket or re-using a previously used ticket will have to pay a higher fine. Earlier this fine was 250 rupees, now it will be increased to Rs 500. In case of non-payment, the matter may be referred to the new rules will be implemented from July 1.
2- On travelling with another person’s the passenger will have to pay fare and additional charges subject to minimum fine of at least Rs.500.
3- A fine of 2000 rupees will be imposed for selling goods or begging in trains and railway premises without permission. Repeated offenders can be jailed for up to one year.
4- Passengers who create trouble, use abusive or obscene language, obstruct railway facilities or disturb other passengers, may be fined Rs 1,000. Drunken rioters can be removed from trains and stations and will be fined.
5- The proposed changes also include a fine of Rs 2,500 for men found in coaches, seats or berths reserved for women. The railway staff will have the right to remove such passengers.
6- A fine of at least 10,000 rupees can be imposed for carrying prohibited or dangerous goods in trains. A fine of Rs 500 will be charged for entering the passenger areas without permission.
It should be noted that the Jan Vishwas Act also provides for periodic revision of penalties. Fines covered under the Act are set to increase by 10% every three years, unless otherwise specified. Railway authorities described the move as a step towards strengthening ticket checking mechanisms, safeguarding railway revenue and encouraging passenger compliance with ticketing rules.
