Manipur Gets New Chief Minister as President’s Rule Nears Constitutional Deadline
President’s Rule to End in Manipur, BJP’s Yumnam Khemchand Singh to Take Oath as Chief Minister: After nearly a year of President’s Rule in Manipur, the Bharatiya Janata Party (BJP) has elected senior leader Yumnam Khemchand Singh as the new Chief Minister. He was chosen as the leader of the BJP Legislature Party during a meeting held in New Delhi on Tuesday and is expected to be sworn in shortly.
Manipur has a 60-member Legislative Assembly, where the BJP currently enjoys a comfortable majority with 37 MLAs. The party had won 32 seats in the 2022 Assembly elections, and its strength later increased after five JD(U) MLAs merged with the BJP. One Assembly seat remains vacant due to the death of an MLA. With an absolute majority in hand, the BJP is also set to convene a meeting of NDA allies, where Khemchand Singh will be formally elected as the coalition leader.
The decision to form a new government comes just 10 days before the completion of one year of President’s Rule, which was imposed on February 13, 2025, following political instability. Under the Constitution, President’s Rule cannot continue beyond one year without a national emergency, making the formation of an elected government unavoidable.
The post of Chief Minister fell vacant after N. Biren Singh resigned on February 9, 2025. His exit followed prolonged ethnic violence between the Meitei and Kuki communities, which erupted in May 2023. The violence claimed hundreds of lives and displaced thousands, triggering strong opposition to Biren Singh’s leadership, particularly from Kuki groups who accused him of bias.
Internal dissent within the BJP gradually intensified. By October 2024, 19 BJP MLAs wrote to Prime Minister Narendra Modi demanding Biren Singh’s removal. In November, Khemchand Singh himself publicly asked the Chief Minister to step down. The crisis peaked in February 2025 when the Congress prepared to move a no-confidence motion, prompting Biren Singh’s resignation and the imposition of President’s Rule.
Why was the central government hesitant initially?
Initially, the central government was hesitant to restore an elected government. It believed President’s Rule had helped restore a degree of stability in a fragile situation. Critical issues such as the arms embargo, restricted movement between hill and valley areas, and negotiations with militant groups were still unresolved. However, gradual progress—agreements with Kuki groups, resumption of ceasefire arrangements, and Prime Minister Modi’s visit to Manipur in September 2025—signaled improving conditions.
Who is Khemchand Singh?
Khemchand Singh, a two-time MLA from Singjamei, belongs to the Meitei community. He served as Speaker of the Manipur Assembly from 2017 to 2022 and later held important ministerial portfolios including rural development, education, housing, and municipal administration. Known as a sports promoter, he also holds a black belt in Taekwondo.
What are the difficulties facing the new government?
The new Chief Minister faces formidable challenges. Deep social divisions persist, thousands remain in relief camps, and mistrust between communities continues. Weapons are yet to be fully recovered, movement restrictions remain in place, and the task of rehabilitation demands transparency and fairness. With Assembly elections due in 2027, the government must act quickly to rebuild confidence and ensure lasting peace.
While President’s Rule helped restore order, it lacked political legitimacy. The formation of a new elected government is seen as a crucial step toward long-term stability in Manipur. Whether Khemchand Singh can heal divisions and deliver governance remains the central question.
