Union Budget 2026–27: Centre Announces ‘Divyang Kaushal’ and ‘Divyang Sahara’ Schemes to Empower Differently-Abled: The central government on Sunday announced two major initiatives — Divyang Kaushal Yojana and Divyang Sahara Yojana — aimed at empowering persons with disabilities and integrating them into the mainstream, as part of the Union Budget 2026–27.

Presenting the budget in the Lok Sabha, Finance Minister Nirmala Sitharaman reaffirmed the government’s commitment to the vision of “Sabka Saath, Sabka Vikas”, emphasizing inclusive growth and equal access to opportunities for all sections of society.

The Divyang Kaushal Yojana focuses on skill development and employment generation for persons with disabilities. Under the scheme, beneficiaries will receive industry-focused, process-based training tailored to the specific needs of different disability groups. The training will prepare them for emerging and high-growth sectors such as Information Technology (IT), Animation, Visual Effects, Gaming and Comics (AVGC), hospitality, and food and beverages, enabling greater employment opportunities and self-reliance.

Complementing this initiative, the Divyang Sahara Yojana aims to ensure easy and affordable access to high-quality assistive devices for persons with disabilities and senior citizens. The budget proposes strengthening the Artificial Limb Manufacturing Corporation of India to boost production capacity, invest in research and development, and integrate artificial intelligence in assistive technologies.

The government also announced plans to further strengthen Pradhan Mantri Divyang Kendras and establish Assistive Technology Marts (ATMs) as modern retail outlets. These centers will allow persons with disabilities and senior citizens to test, customize, and purchase the latest assistive devices under one roof.

Together, the two schemes aim to promote dignity, independence, and meaningful participation of persons with disabilities in society, reinforcing the government’s inclusive development agenda.
