Big Change in UPSC Exam: New Limits on Reattempts for Serving Officers
UPSC Changes Civil Services Exam Rules for 2026, New Restrictions on IAS, IFS and IPS Officers: The Union Public Service Commission (UPSC) has issued an important notification introducing major changes in the rules of the Civil Services Examination (CSE) 2026. The revised rules bring new restrictions on reappearing for the exam, especially for candidates already appointed to elite services such as the Indian Administrative Service (IAS), Indian Foreign Service (IFS), and Indian Police Service (IPS).
According to the new norms, candidates who have already been appointed as IAS or IFS officers and are working in the same service will not be allowed to apply for CSE 2026. Additionally, if a candidate joins IAS or IFS after clearing the preliminary examination on the basis of the previous year’s results, they will be declared ineligible to appear for the CSE 2026 Main Examination.
The rules have also been clarified for IPS officers. Under the new framework, IPS officers will not be allowed to opt for the IPS service again through CSE. However, they may appear for the examination only to seek allotment to IAS, IFS, or other Group-A services.
For candidates appointed through CSE 2026, the commission has limited opportunities to improve rank. Such officers will be given only one chance to reappear for the examination to improve their service allocation. After this, they will not be permitted to appear in CSE 2028 or later examinations unless they resign from their current service.
The notification further clarifies that officers from the 2025 batch or earlier will be allowed to appear for the final examinations in 2026 and 2027, subject to existing conditions.
UPSC has announced that 933 posts will be filled through the Civil Services Examination 2026. The preliminary examination is scheduled to be held on May 24, 2026.
These changes are being seen as a major policy shift aimed at reducing repeated attempts by already-selected officers and ensuring faster cadre stability across services.
