No PAN, No Property: UP Makes PAN Card Mandatory for Land Registration
PAN Card Now Mandatory for Property Registration in Uttar Pradesh: Buying land, a house, or any immovable property in Uttar Pradesh will no longer be possible without a PAN card. The Yogi Adityanath government has introduced major changes in the property registration process, making the submission and verification of PAN mandatory for both buyers and sellers.
According to new orders issued by the Uttar Pradesh Registry Department, the earlier provision allowing property registration through Form 60 has been discontinued. Previously, individuals without a PAN card could complete registration by submitting Form 60 to the Income Tax Department. Under the revised rules, registration will not proceed unless valid PAN details are entered and verified online.
Strict Measures to Curb Black Money
Officials say the move is particularly significant for districts along the India–Nepal border, where cases of illegal investment, benami transactions, and foreign funding have been reported. Mandatory PAN verification will enable authorities to track property transactions more effectively and identify suspicious investments.
Real-Time PAN Verification Through Updated Software
The Registry Department is upgrading its software to enable instant online verification of PAN numbers during the registration process. As soon as a PAN number is entered, the system will automatically confirm its authenticity, helping eliminate fake identities and fraudulent documents.
Authorities believe this technological upgrade will not only help curb tax evasion but also address broader national security concerns linked to illegal property ownership.
Initial Challenges on the Ground
While the new rules are being rolled out, some operational challenges have surfaced. In several districts, registry work was temporarily affected due to server slowdowns during Aadhaar and PAN verification, causing delays of one to two hours.
