AI-Based Crime Database Launched to Crack Down on Terrorism: Here’s How It Will Work
Union Home and Cooperation Minister Amit Shah on Friday launched the Organized Crime Network Database (OCND), a nationwide digital repository detailing gangsters operating organized crime networks and their links to terrorism. The database was unveiled during a two-day anti-terrorism conference organized by the National Investigation Agency (NIA).
Along with the OCND, Shah also launched India’s first-ever centralized Weapons Database, which will maintain records of weapons that are lost, looted, stolen, or recovered across the country. The initiative aims to strengthen India’s internal security framework and improve coordination among law enforcement agencies.
Addressing the conference, Amit Shah said the Modi government is committed to building an impenetrable and future-ready counter-terrorism grid capable of meeting emerging security challenges. He announced a 360-degree action plan to crack down on organized crime and its growing nexus with terrorism.
Shah noted that while organized crime networks often begin with activities like extortion and ransom, their leaders eventually establish connections with terrorist organizations abroad. He said the money generated through criminal activities is later used to fund terrorism. The primary objective of the OCND, he emphasized, is to identify and dismantle the terrorist links of gangsters.

The Home Minister said the NIA is already probing connections between gangsters, terrorists, and drug traffickers in states such as Delhi, Punjab, Haryana, and Rajasthan. He urged all states to actively use the new database and work closely with the NIA, CBI, and Intelligence Bureau to completely eliminate organized criminal gangs.
Praising the efforts of various agencies, including the Jammu and Kashmir Police, Shah highlighted the investigations into the Pahalgam terror attack and Delhi bombings as examples of thorough, intelligence-driven policing that went beyond routine investigation methods.
Shah also stressed the need for uniformity in counter-terrorism operations across the country. He urged Directors General of Police to take immediate steps to align their Anti-Terrorism Squads (ATS) as per NIA guidelines. According to him, the unification of ATS units will help create a strong and coordinated national counter-terrorism structure.
Calling for greater collaboration, Shah said all agencies must work together as “Team India” instead of functioning in isolation to effectively combat organized crime and terrorism.
The Weapons Database will maintain detailed records of government weapons that are looted, stolen, lost, or recovered.
