New Guidelines From The Excise Department : The Excise Department has brought new guidelines. Now liquor will be available in tetra packs. There will be 6 safety layers in tetra packs. Liquor up to 180 ml will be available in tetra packs. According to the new guidelines, permission will not be given to open liquor shops on Puri beach. However, permission has been given to OTDC for sale on other beaches in the state. Liquor shops will also be opened in various eco retreats and liquor will be sold.
A few days ago, the government brought out the new excise policy 2026-29. A triennial excise policy was announced for the period from 1 April 2026 to 31 March 2029. An important principle under this policy is the introduction of 0.5% de-addiction cess on excise duty. Liquor has been recognized as a harmful substance in the new excise policy. The application fee for various excise licenses will be increased by 10%. The license fee will increase from 10 to 20% every year. Excise duty on IMFL and country liquor has been increased. No new OFF, CL shops will be allowed to open in the state. No new liquor shops will be allowed to open in rural areas. The government said that no excise shop will be allowed to run near Shrimandir and Badadand. All manufacturing units and retail shops will be under CCTV surveillance.
